Ontoit has been engaged by Whitehorse City Council to lead the development and writing of the final business case. Our role includes the management of required sub-consultants such as architects and cost planners, as well as engagement with key stakeholders, the completion of detailed analysis of all project options and the preparation of a compelling narrative to support Council’s preferred option.

Ontoit has been engaged by Whitehorse City Council to lead the development and writing of the final business case. Our role includes the management of required sub-consultants such as architects and cost planners, as well as engagement with key stakeholders, the completion of detailed analysis of all project options and the preparation of a compelling narrative to support Council’s preferred option. As part of this process we will complete investment logic mapping processes, conduct both multi-criteria and cost-benefit analyses and develop a procurement and delivery plan for the proposed project.

Aqualink is a business unit of Whitehorse City Council, forming part of the Leisure and Recreation Services portfolio of Council. Aqualink Nunawading first opened in 1960 and has been subject to periodic redevelopment since then. In late 2022, Council undertook a holistic review of the Aqualink services and assets to assess future community needs, establish the most effective operating model and align future asset requirements with community needs. Council also completed the Aqualink Nunawading Facility Assessment & Options Report to develop concept plans and functional layout options for 2 potential sites. Based on this background and context, Council required a full business case compliant with Victorian Government guidelines to inform an investment decision on the future redevelopment of Aqualink Nunawading.
