Arvind David

Arvind represents Government agencies and infrastructure partners to develop and deliver complex social and economic Infrastructure projects.

Combining his experience in project management and organisation leadership, he brings together diverse project teams to create high performing teams that deliver exceptional project outcomes. Deploying his expertise in procurement, transaction management, technical leadership and contract management, Arvind leads teams on projects through all forms of delivery models.

Having worked for government delivery agencies he understands the specialised requirements of government and what it takes to deliver projects in complex stakeholder environments. His experience includes advising client on infrastructure in Australia, UK, Singapore and the USA.

Andrew McKinley

Andrew has been a key part of Ontoit since 2006, and currently serves as Partner and Executive Director on the Board. He oversees the day-to-day operations of the project management team, providing strategic advisory services and acting as project director on high-profile, complex projects for our clients.

Over more than two decades, Andrew has successfully managed a diverse range of projects, including the Melbourne Arts Precinct, Shepparton Law Courts, Port of Melbourne Capacity Project, Victorian Emergency Management Training Centre, St Kilda Pier Redevelopment, the Melbourne Wholesale Markets Relocation, and the Mildura Sporting Precinct. His experience also includes infrastructure projects in road, rail, and maritime sectors.

Andrew holds a Bachelor of Civil Engineering from RMIT. He is a Chartered Engineer (CPEng) with Engineers Australia and a Certified Practising Project Director (CPPD) with the Australian Institute of Project Management.

Lindel James

Lindel is an industry leading infrastructure and government contracting advisor, with extensive public and private sector experience gained in professional services and PPPs.

Lindel has advised on a wide range of iconic projects in the housing, health, justice, education, rail, roads and defence sectors. Her expertise includes project leadership, commercial structuring and negotiations, performance regime design, financial analysis and advice on contract implementation, including refinancings and modifications.

Lindel is also experienced in financial structuring, infrastructure procurement, business case development, procurement strategies as well as managing infrastructure and government services projects.

Paul Halpin

Paul is a passionate and strategic project management professional. He has demonstrated experience in successfully leading multi-disciplinary teams on significant and complex programs and projects. Paul's experience crosses the Health, Education, Research, Housing and Arts sectors.

Paul has played a vital role in the successful delivery of significant projects such as the Angliss Hospital Expansion (Stage 2), Heidelberg West Social Housing Redevelopment, Latrobe Hospital (Stage 3A), Wonthaggi Hospital Expansion and the Melbourne University Western Edge Bioscience Facility.

Paul is driven by ensuring his teams present confidently and are always striving to add value. This is achieved by bringing a structured approach to project delivery, empowering team members, focusing on higher value work and understanding our clients’ objectives. His confidence and highly disciplined approach enable team members to focus on complex issues and develop innovative solutions. Paul is trusted by senior representatives in government agencies and private organisations across the full project life cycle. He has demonstrated experience in strategic program and project planning, PMO set up, design management, procurement and contract negotiation, contract administration and stakeholder management.

Martin Coates

Martin has extensive experience gained in leadership roles across government departments, major consulting businesses and private sector development and construction.

His knowledge spans across the housing, transport, arts & culture, health, sport and justice sectors. He has worked on projects required to adopt various delivery methods, including PPPs, alliancing, D&C, managing contractor and construction management.

Martin has played a vital role in the successful delivery of significant projects such as the Big Housing Build and the Public Housing Renewal Program for Homes Victoria; Melbourne Arts Precinct Redevelopment, Hamer Hall, Geelong Arts Centre, Melbourne Recital Hall and MTC Theatre, Westgate Tunnel Project Market Led Proposal and City Link Tulla Widening for Transurban; the Port of Melbourne Port Capacity Project; the Royal Women's' Hospital and Alfred Centre as well as numerous court house, police stations and prisons in the justice sector.

Martin is experienced in aligning delivery strategies, commercial structures and design responses to the specific needs and objectives of clients whilst maintaining a key focus on market capacity, capability, and constraints.

Viraj Perera

Viraj is an experienced project leader with a blend of engineering, financing, and commercial expertise in leading and managing complex projects.

He is experienced in leading and delivering successful projects in the private and public sectors and brings market excellence in managing complex stakeholder environments and significant transactions. Viraj has held numerous executive level public sector roles and has an extensive track record in PPPs, Development Agreements and innovative structured finance transactions.

Viraj’s approach to fostering meaningful engagements between the private and public sectors is a skillset that is sought out for unique project situations requiring an innovative approach to deliver value for money outcomes.

Dr Mano Nugapitiya

Mano is a qualified project specialist with a strong background in asset management, facility management and operations.

Mano delivers a whole of life asset approach to projects which he has demonstrated over more than 25 years’ experience in the industry. He has extensive experience planning and delivering large scale projects in social and economic infrastructure, predominantly in the public sector.

Specialising in the front end of projects, Mano ensures programs are aligned to organisation business strategies. His specialist skills also includes due diligence, technical leadership, business cases and transaction management.

Richard Mueller

Richard has more than 25 years’ experience specialising in water, waste and environmental sectors. He held positions on the board of the Ti-Tree BioEnergy Facility and numerous Veolia Water Australia entities.

He has held senior positions on large scale infrastructure projects in the bid, design, commissioning and operational phases including Gold Coast and Sydney Desalination plants, Springvale/Mount Piper power station and Australia’s first large scale waste to energy facility in Kwinana Perth.

Richard is an excellent communicator providing his teams with extensive knowledge and experience to deliver projects successfully, reduce operational risks and improve financial outcomes under environmentally sustainable frameworks.

John Wiles

John has more than 40 years’ involvement in the building/construction industries in both Australia and the United Kingdom. He has extensive experience delivering both large and small-scale projects.

As a former Director of Project Management at Development Victoria (previously Major Projects Victoria), John was involved in some of Melbourne’s most iconic construction projects including AAMI Park; Lakeside Stadium; Princes Pier Restoration; MRC/ MTC Theatres; the Hamer Hall Refurbishment and the redevelopment of Melbourne Park.

He is widely recognised as a knowledgeable deliverer of complex building projects, predominately within the health sector, and has extensive experience in the establishment of governance and project management processes to facilitate positive outcomes.

Since joining Ontoit John has continued to be involved in notable projects which has included management roles on the Victorian Comprehensive Cancer Centre (VCCC), Royal Victorian Eye & Ear Hospital, State Library Redevelopment, and the delivery of Social & Affordable Housing projects as part of Homes Victoria’s Big Housing Build.
John is always keen to ensure continuous improvement across service delivery, client relationships and personnel performance.

Pascale Young

Pascale is a customer focused finance professional who excels in the provision of strategic advice and financial services.

Holding a senior leadership role in the organisation Pascale is a problem-solver who is driven by process improvement. She has extensive expertise in financial management and reporting, payroll management, budget management, risk management and technology systems.

Pascale has a pragmatic and collaborative approach to her role with the ability to work with a wide range of stakeholders. She is a Certified Practicing Accountant and holds a Bachelor of Commerce (Accounting) and Advanced Diploma of Business.

Vivek Dodani

Vivek is an experienced project finance and infrastructure specialist who has advised on more than $20 billion worth of projects and delivered strategic, commercial and financial advice for large complex infrastructure projects.

He has extensive experience in market led proposals and capital financing, working with multiple state-owned entities, private sector and multilateral agencies to finance infrastructure projects.

A transport specialist, Vivek has worked on a number of rail and urban renewal projects that have included Suburban Rail Loop, West Gate Tunnel Project, Melbourne Metro and the High-Capacity Metro Trains project.

Michael Airton

Michael is a highly accomplished senior executive with over 25 years of experience leading organizational change initiatives and delivering complex projects and strategic programs in both the public and private sectors.

Michael has played pivotal roles in major programs, including the $3.8B Prison Bed Capacity Program, where he established teams, systems, and processes for operational commissioning, governance, reporting, and assurance functions.

Michael has a strong track record in stakeholder engagement, business case development, strategic business planning, and governance and assurance frameworks. He has led significant projects such as the Greater Sydney Corrections Strategy and has been responsible for delivering outcomes in precinct planning requirements, project and program management, and risk management systems. He is adept at reviewing and establishing PMOs and developing effective reporting frameworks.

With extensive experience in designing program governance processes and employing proactive assurance mechanisms, Michael has been engaged for Gateway Reviews in Queensland, NSW, and Victoria. He is a natural leader who builds effective teams and strong relationships, ensuring that clients' projects are successfully delivered to meet strategic outcomes.

Simon Gorr

Simon is an experienced senior executive with 15+ years spent in various roles at the Australian Football League. He has played a key role in every major oval stadium and sporting facility development undertaken over the past decade.

Simon is a capable leader with strong interpersonal skills evidenced through leading complex, large-scale, multi-party negotiations, projects and teams to deliver economic and social value to the satisfaction of numerous and often competing stakeholders. He brings experience in the sports sector including key roles at the Australian Football League. Simon’s commercial background in stadium/venue operations, sports training facilities and major events, expands our advisory and delivery capability for in sport.

Pushpika Gamage

Pushpika is an engineer by profession with over 20 years of Project Management experience and is proficient in PMBOK and PRINCE2 Project Management platforms.

Pushpika is heavily involved in developing and delivering utility interface connection projects for renewable energy connection clients including Solar, Wind farms, BESS and Hydrogen energy. His project, program and portfolio management skills to deliver within budget, achieving milestones, assuring quality, and expected benefits in leading teams of project management, engineering/technical to achieve goals with highest emphasis on Health, Safety, Quality and Environment.

He is experienced in developing Delivery Strategies and develop & motivate delivery teams to meet corporate objectives.

Zach Phillipps

Zach is an experienced asset management professional with a demonstrated history of leading technical teams and delivering innovative and well supported systems.

He is highly skilled in project management, data systems, lifecycle asset planning and reliability engineering.

Adrian Bowen

Adrian is the Practice Lead responsible for representing the business in Canberra and surrounding region. The role provides leadership and professional expertise to strengthen the practice’s competency and drive the organisation's culture.

In a senior capacity in both the public and private sector, Adrian has led the development of real estate projects from inception to completion. In facilitating project performance, Adrian has delivered solutions to a range of complex strategic, financial, and operational challenges. Adrian specialises in complex multi-stakeholder environments and has led teams of high-profile international professionals.

Drawing on his senior experience with world-leading Tier 1 real estate firms; and my academic training in management, economics and law, Adrian has comprehensive professional skills and takes a hands-on approach to finding solutions in challenging international environments.

Charmaine Collins

Charmaine has over 25 years’ professional experience in national, international, private and public sector roles. She is an experienced business manager with a background in transport engineering and project development and delivery.

Prior to her Board Secretariat role, Charmaine managed the Business Services team at Ontoit for 10 years. Her extensive experience in business management across accounts, business planning, risk management, policy development, compliance and quality allows her to provide a strong contribution to the corporate governance at Ontoit.

In her role as Manager Corporate Secretariat for VicRoads, Charmaine acted as secretary to VicRoads Board, Corporate Management Group, Audit Committee and the Project Review Committee. Charmaine has a strong background in transport engineering, strategic transport planning and the development of transport infrastructure proposals working in both consulting and government roles.
