Arvind David

Arvind represents Government agencies and infrastructure partners to develop and deliver complex social and economic Infrastructure projects.

Combining his experience in project management and organisation leadership, he brings together diverse project teams to create high performing teams that deliver exceptional project outcomes. Deploying his expertise in procurement, transaction management, technical leadership and contract management, Arvind leads teams on projects through all forms of delivery models.

Having worked for government delivery agencies he understands the specialised requirements of government and what it takes to deliver projects in complex stakeholder environments. His experience includes advising client on infrastructure in Australia, UK, Singapore and the USA.

Andrew McKinley

Andrew has been a key part of Ontoit since 2006, and currently serves as Partner and Executive Director on the Board. He oversees the day-to-day operations of the project management team, providing strategic advisory services and acting as project director on high-profile, complex projects for our clients.

Over more than two decades, Andrew has successfully managed a diverse range of projects, including the Melbourne Arts Precinct, Shepparton Law Courts, Port of Melbourne Capacity Project, Victorian Emergency Management Training Centre, St Kilda Pier Redevelopment, the Melbourne Wholesale Markets Relocation, and the Mildura Sporting Precinct. His experience also includes infrastructure projects in road, rail, and maritime sectors.

Andrew holds a Bachelor of Civil Engineering from RMIT. He is a Chartered Engineer (CPEng) with Engineers Australia and a Certified Practising Project Director (CPPD) with the Australian Institute of Project Management.

Martin Coates

Martin has extensive experience gained in leadership roles across government departments, major consulting businesses and private sector development and construction.

His knowledge spans across the housing, transport, arts & culture, health, sport and justice sectors, and he has worked on projects required to adopt various delivery methods, including PPPs, alliancing, D&C, managing contractor and construction management.

Martin has played a vital role in the successful delivery of significant projects such as the Big Housing Build and the Public Housing Renewal Program for Homes Victoria; Melbourne Arts Precinct Redevelopment, Hamer Hall, Geelong Arts Centre, Melbourne Recital Hall and MTC Theatre for Development Victoria; Westgate Tunnel Project Market Led Proposal and City Link Tulla Widening for Transurban; the Port of Melbourne Port Capacity Project; the Royal Women's' Hospital and Alfred Centre in the health sector and numerous court house, police stations and prisons in the justice sector.

Martin is experienced in aligning delivery strategies, commercial structures and design responses to the specific needs and objectives of clients while maintaining a key focus on market capacity, capability, and constraints.
Martin is passionate about collaboration and prides himself on his ability to facilitate productive teamwork so that multi-disciplined teams and stakeholders with sometimes competing objectives achieve balanced high-value outcomes.

Viraj Perera

Viraj is an experienced project leader with a blend of engineering, financing, and commercial expertise in leading and managing complex projects.

He is experienced in leading and delivering successful projects in the private and public sectors and brings market excellence in managing complex stakeholder environments and significant transactions. Viraj has held numerous executive level public sector roles and has an extensive track record in PPPs, Development Agreements and innovative structured finance transactions.

Viraj’s approach to fostering meaningful engagements between the private and public sectors is a skillset that is sought out for unique project situations requiring an innovative approach to deliver value for money outcomes.

Charmaine Collins

Charmaine has over 25 years’ professional experience in national, international, private and public sector roles. She is an experienced business manager with a background in transport engineering and project development and delivery.

Prior to her Board Secretariat role, Charmaine managed the Business Services team at Ontoit for 10 years. Her extensive experience in business management across accounts, business planning, risk management, policy development, compliance and quality allows her to provide a strong contribution to the corporate governance at Ontoit.

In her role as Manager Corporate Secretariat for VicRoads, Charmaine acted as secretary to VicRoads Board, Corporate Management Group, Audit Committee and the Project Review Committee. Charmaine has a strong background in transport engineering, strategic transport planning and the development of transport infrastructure proposals working in both consulting and government roles.
